The hair, eyes and nose are drawn very similar. 
Even the his clothing and hair tie! :)

I don't think anyone looks like that in NW either,
it would have to be from one of Shido's flashback
and I can't remember seeing him.

It might be from the same character designer or
animation staff.  I'm not sure what other series
they do.  Curiosity has got me too now :)
