Just because a cel is rare doesnt mean its worth 
a lot of money! There are other factors that 
play a part. Some that come to mind are:

- Condition (in your case it doesn't look very 
good at all)
- Demand (which might of been high at one time, 
but not as high anymore)
- Whats included (Obviosly like douga, genga, 
backgrounds ...exc. I can find complete set-ups 
of Lodoss OVA cels for under $1000 in a lot of 
places)
