Well, I bought these at the Mandarake store in
Nakano and they said they were Settei.
They are almost all about a 1 1/2 long.
And yes they are Xerox copied.
I kept all the non ones for meself :-)
Which were much more expensive, about 8000 yen
for the few sheets I bought.
These were pretty cheap at 2500 yen per the 2 
blocks Me and my friend bought.
These came from the studio as some have actual 
punched position holes and/or correction marks 
on them.
