Yes there is supposed to be a layer with special 
effects. The effects show a twinking of light 
(or the douga that I have shows the sketch 
drawing of it) and the black piece of paper has 
the same cel number as that effects layer.

So what exactly is the black paper used for? To 
help the animators see the effects better or 
something along the lines of that?
