I'd love to know the answer to this question as 
well.  As far as I know, the only store that 
still has cels is the Kinokuniya bookstore in J-
Town.  I've heard that there are a couple of 
anime shops in the Richmond district (west of J-
Town) that have cels, but someone who has 
actually been to those stores would have to give 
an answer.
