Test cels are testing general scenes or hanken - 
so I believe only one of each is usually made.

Settei cels are showing the designers what colors 
to use in the cels.  Several of the same one would 
be made.  Since there is the possibility of 
several of the same one to come up for sale, 
thought the price was okay.
