I would have to say they probably are fancels.  
For one, getting 3 FY cels for 7,000 yen (well, 
if they are all the same quality as the one you 
posted) sounds too good to be true.  Also, 
Miaka's eyes are more of a dark green/brown type 
color than the one in this cel.  That is a 
pretty nice cel though, even if it is a fancel.
