They tend to hoarde their cels (especially from 
popular shows) for their online auctions 
nowadays, especially since they know that they 
can get 2-5 times the amount the cels would 
typically sell for in a shop.

Almost every major cel dealer in Japan is 
probably doing this now (although they would 
probably use YJ instead of running their own 
auction site).
