I used to own that cel at one point.. and I can 
tell you that Hazelrahfiver is correct on the 
placement.  I am not too sure on the American 
release episode numbers, but I know it shows up 
in episode 272 (japanese), during Enma's 
flashback of his encounter with Vegeta.
