Go to your Internet Explorer menu:

Tools --> Internet Options --> Security --> 
Restricted Sites

Make www.cels.org and www.eu.animanga.com 
both "restricted sites".

You should be OK after that.

(For some REAL excitement, make them 
both "trusted sites", and then watch the 
fireworks...  No, on second thought, DON'T do 
that!).
