Yes that could be possible!
My other thought was that the backgrounds wasnīt 
produced by Mad House, but from another studio 
that didnīt release there products. 

I saw the boogiepop at dawn commercial a while 
ago in a really bad quallity. Unfortunately I 
never found a better version to see my cel in a 
better shape. 
Perhaps you know were to find a better version ;)
