That's probably the problem since French banks 
aren't accepting new Franc bills.  Since France 
has switched to the Euro, go back to the post 
office and say that you need to send payment to 
France, and that most likely it has to be 
transferable to Euro.  The Post Office should 
know for sure, as I am sure people have been 
sending money overseas since the Euro switch-over.
