I received this cel a few months back with a lot 
of Irresponsible Captain Tylor OAV cels that I 
had purchased, but I can't positively ID who this 
person is.  My first impression was that she may 
be Harumi, but her hair color just doesn't seem 
right. 

Any suggestions, from different series etc. would 
be most appreciated as this cel has kind of 
bugged me, as I can't positively identify her.
