Cels of them will probably cheaper if it's from 
the OAVS, or if their eyes are closed, or if its 
a profile, or cut off, or small, etc etc. It all 
depends on what you like, but you may have a 
chance of finding a few cels of them under 100, 
but for chichiri - i don't think you can get a 
maskless one of him under 100.
