I guess it is that baka advertisement at the top 
of the HP makes it keep jumping to the top of the 
keep track list.

Evidence is that "smile shop 2nd stage" in the 
Japanese keep track list. They both use free HP 
from hoops and both keep jumping to the top after 
sometime even they haven't had any update.
