What everyone else has said about the arm guards 
holds true. In the Ovas, Deedlit has brown cloth 
arm guards and cloth boots. While in the TV 
series, she has blue metal arm guards, and 
blue "normal" looking boots.

Price, I would have to say $100 to $250.  It all 
depends on condition, how big the actual image is 
etc.

This cel is from the first episode, about 15 
minutes in, on the DVD. The first 
episode "Prologue to a Legend" The scene is from 
right after Parn stumbles across the broken 
fragment of the mural. Ok, I've watched this show 
one to many times, I even knew what they were 
saying in the scene even before I popped in the 
DVD to make the cap. O_o

It's now 2:40 in morning and I'm still up. :P
