Well, it depends on what you are talking about.

I have about 3 "dream cels". A dream cel to me is 
one of those things that I know I will never get. 
I would pay just about anything for these cels, 
but as two of them are hanken cels and one is an 
opening cel (from a series where most of the cels 
were destroyed) I doubt I will ever get them. 
Those are the cels I dream about getting, but I 
can live knowing that it's impossible. It would 
really take a miracle for me to get these cels.

Another type of cel is an "ultimate wishlist" 
cel. These cels are usually things I really want, 
from certain scenes or of a certain character. 
They are MUCH more practical then the "dream cel" 
category, even if it takes me years and a lot of 
money to finally get them. I've actually been 
able to get some of my ultimate wishlist cels, 
and they were neither cheap nor easy to get. The 
point is that an "ultimate wishlist" cel is 
usually possible ^_^ and "dream cels" are usually 
in the "dream" category because they are 
impossible.
