Just a normal cel, from the looks of things.  I'm not sure 
why the background's only painted on a limited area, 
but PropLady has a tendency to place unmatching 
backgrounds with cels in order to 'enhance' them (I 
shall refrain from making any judgements on this 
practice) so you can probably safely assume that the 
background has nothing to do with the cel itself.
