Reading the label on the frame, I believe that 
would be from Mamotte Shugogetten.  I've only 
seen the first few episodes of the series, but 
that looks to be the main female lead, Shaolin.
I haven't seen any actual production cels from 
that series, but the official studio 
reproductions are all released in a frame just 
like that from what I've seen, so I'd also bet 
it's a repro.  Still, the reproductions from MS 
seem to go for more than that, so it's still not 
a bad price for a very lovely cel.
