In my experience the green stuff is a flimsy paper 
frame (if you can call it that ^_^) around the cel.  
Sometimes the corners of the cel or the cel bag will 
be taped to the back of the green frame so it stays 
in place.  Personally, I usually just remove mine.  I 
don't take it into account when purchasing.
