doesn't get much cheaper than if you use 
gandi.net as your registrar (about $10 a year for 
top-level domains) and 34sp.com, which is an 
incredibly gracious host and offers simply 
*everything* with their basic hosting package, 
which is about $20 for per *year*, no set-up 
fees.  the only add-on you might want is 
increased storage/bandwidth, which is also very 
reasonable.  

if you want a rubberslug-type set-up on your own 
domain, try slooze.com.
