It was an OVA released in 1994, based on an ENIX 
manga by Shibata Ami (whose 2 well-known anime 
adaptations are Papuwa-kun Of The South Seas and 
Jibaku-kun).  She also has done guest artwork for 
Sailor Moon and Dragon Quest, I believe.

The OVA also featured Takayama Minami as one of 
the seiyuu (Kiki from Kiki's Delivery Service, 
lead singer for TwoMix).
