Thanks Drac, and everyone else, for your 
suggestions.  Fortunately the paint flecks in
question are on the *top* side of the lower 
layer, so I don't have to worry about damaging 
the image on that cel.  If rubbing alcohol will 
do the trick I'll give that a try!
