Depends on what you consider "normal" 
animation.  Normal in japan might be cel (Doubt 
it now though...), but this is US based 
animation.  He might be making the point that 
everything is still hand drawn, so it 
is "classic" animation, and not completly CG.  I 
really don't know, but all I saw in the special 
were pencils and hand done backgrounds.  If I'm 
wrong, sorry!
