That's my auction--had you emailed me your 
questions, I would have been happy to tell you all 
about it....but since you brought it up on the 
forum:

I bought that cel from Ed Noonchester about a year 
ago.  I doubt they'd remember it, but if you want 
to email one of them to ask about it, go ahead. I 
wrote requesting scans of OVA Tiras, they sent 
back a few that were in sequence (accounting for 
the one you see on their site), and I choose that 
one.

It's been in my gallery for quite some time.  url
