Hi The cels are of Sanosuke's Friend-Katsuhiko Tsukika -the bomb maker and artist Most likely the first cel is from Rurouni Kenshin TV- Episode 24- Midnight Battle When Sano and Kenshinm stop him from bombing the govt building The 2nd one is probably from either Ep 23 or 24 He doesnt show up that much in the series Hope this helps Ame :)
