In answer to your question, yes. It is possible,
and probably likely, that the cels have been
delayed.
At holiday time the postal service is flooded
with packages; and it is usual to see a bit of
delay in delivery because of the high volume. But
this year, because of increased precautions due
to the Anthrax threat, I expect delays will be
even greater. This would be especially true if
your cels were sent from (or traveling through)
Washington DC, New York, or New Jersey areas. As
a resident of the Washington DC area, I can tell
you from experience that much of our mail has
been delayed for this reason.
Still, I suppose it depends on how the cels were
sent to you. For example, if they were sent by
the EMS express mail service, then I think you
probably should have received them by now. Even
if they were sent by global priority, I think 1
month would have been more than sufficient
time...But if they were sent to you by regular
airmail, I would say you should wait a bit
longer. (Hopefully the person who shipped them to
you didn't send them by surface - that could take
3 months! And that's the usual delivery time!)
I'd recommend checking with the sender and ask
them which method they used. (And if they have
any kind of tracking number for your package.)
