This is Shuichi from the gravitation OAV (I 
believe, 99% sure since TV didn't use cels (99% 
sure)). For some other cels of him, look at

a description of the TV series. And here are pictures from the TV 
series (Perhaps OAV too).  Nice find, since OAV 
cels are somewhat hard to come by (Only seen the 
two at Usagi's House), and the TV series has a 
good following (I think).
