it could be that your ISPs DNS Server has some
problems. It could also possible, as you mentioned,
that they block the site for some reason.
You can fix this problem by changing the DNS Server
in your Network Settings to another Server. But
that's an advanced task and could seriously
damage your configuration.
I'll try to help but i would recommend asking your
ISP for help first.
