It's Physis, from Towards the Terra (Terra E...)! 
Yes, her eyes are closed, but you must 
understand...her eyes are always closed. She was 
one of the characters that started that 
whole "blind seer" trend that's popular today, 
and so she never opened her eyes ^_^ But look at 
that sketch! And the hair! Those wonderful soft 
lines! ::sigh:: I just love the linework of older 
anime...::rapture::

Anyway, just felt like shouting that from the 
rooftops. Done now ^^
