It is from Episode "Save the World" during the 
Cell-games, when Gohan and Cell are fighting each 
other and they've both unleashed a big Kamehameha 
wave. This frame appears just before Gohan 
destroys cel.
It's a very cool cel, only the hand layer is 
missing.
