in your cel appear to be all one color in the 
scan you provided.  I believe that in the video 
the parts toward the center of the face are the 
same light brown color that is in her hair, while 
the parts toward the sides of the face are in 
shadow and are the same as the dark brown in her 
hair.  At least that's the way it is in the few 
cels from that sequence that are in the film 
manga.  You might want to check the video 
yourself, but it does appear to be a repro.
