I know a cel collector whose birthday is this
month (really soon).  I don't really have the kind
of money to buy the cels on their wishlist -_-

How do people feel about fan cels?  If you got a
fan cel would you be offended?  I'm thinking of
making a cel for the person...but...I'm afraid
that they will think I'm cheap... and even rude
-_-.  

Please, just honest opinions...no flames please.
