When I visited Seattle I stumbled on Animation USA.

The gallery was almost completely composed of 
American production art.  However, they did 
mention that they occasionally get Japanese cels 
in.  ^^

I'm not familiar with American animation art so I 
can't speak for their prices, but It's a fun 
little gallery in Pioneer Square, well worth a 
look! ^^
