It's a she (seen another cel like that somewhere, 
looked more like a she), and I am pretty sure 
it's from "Dragon Quest". This show had character 
designs by Akira Toriyama, the creator of 
Dragonball Z, but it is not a part of 
the "Dragonball" universe despite the similar 
name.
