Clicking the link brings up an invalid item 
mumber - here's the message I got:
"The item you requested ( 103325789 ) is invalid 
or no longer in our database. Please check the 
number and try again. If this message persists, 
the item has expired and is no longer available."

But you can file a non-paying bidder report even 
if the user is NARU'ed. I've done it many times. 
All you need is the auction number - the only 
catch is it has to be less then 45 days old.. if 
its past then they wont refund. =/
