I think the key words here are "usually made of 
the same paper as the background." That means, 
not always -- so the definition isn't wrong. It's 
just describing the more common book cel. As long 
as there is a layer with some element (usually 
involving scenery) laying over the background or 
the cel, then it's a book cel.
