There are several reasons why I dislike people 
using my cel images.  Some of these apply to sites 
that steal cel images for random image galleries, 
some only to sites that steal cel images and 
display them as cels.  In more or less descending 
order of importance:

4) If every site on the web has the same rehashed 
images and content taken from others it's boring 
and pointless.  It is especially annoying for 
people with slow connections to spend time 
downloading a page only to find the same old stuff 
that's on every other site.  My cel gallery is my 
unique contribution to the web.  Let others do 
something else!

3) It's extremely rude to a fellow fan to take the 
products of their efforts (scanning, buying cels, 
etc.) and use them without permission.  

2) Stolen cel images may be fraudulently "sold" on 
eBay, Yahoo, or YJ.  Several collectors have had 
this happen to them, most infamously the owner of 
the Nausciaa cel that was extensively discussed on 
this forum.

1) Online cel galleries exist because cel owners 
want to show their cels to their fellow collectors.  
For this to work requires the presumption that I 
actually _own_ all the cels displayed in my 
gallery.  If other people display my cel images in 
their galleries, it challenges my ownership.

On the specific question of fancels--I really 
prefer fancels made from original artwork.  If 
fancels are made from a cel in someone's gallery 
for any use other than totally private enjoyment I 
think it would be very rude not to ask the gallery 
owner's permission.  Otherwise, if the fancel is 
displayed it violates my reasons 3 & 4, and if it's 
sold to the wrong person it could violate 1 & 2.  

Fancels made from screencaps that just happen to 
match people's cels won't look the same, because 
some of the image will almost certainly be missing.  
Of course they should still be signed in such a way 
that they can't easily be resold as real if they 
fall into the wrong hands.

To the original poster--if you don't know where a 
client's image came from, you could always ask 
them....
