Hi there JP! Although I don't know how much that 
particular Achika cel on Nichibei cost, I did 
manage to catch an Anime Taro update that 
featured a cel from that scene as well. If memory 
serves me right, I think the cel cost 30,000 yen, 
or about $270 (?). Anyways, here's a pic of the 
cel. It's definitely my favorite Achika cel so 
far, even if the cel is stuck to the sketch.
