Legally an auctioneer CANNOT end an auction while 
there are BIDS because of an outside offer, its 
highly illegal and if they get caught they can 
have their account suspended.

But I can understand a seller pulling the plug on 
an auction if they feel they wont get the money 
for a cel, I mean, Gunmm cels are so damn hard to 
find, lets say he paid 1600 for it, if he sold it 
at 455, he'd be making only a fourth of what he 
bought it for, and if you're in a money crunch, 
it aint worth it.

Other reasoning would be that he or she may have 
put up the auction in haste, and still wants to 
keep the cel, as lousey as it sounds, I can 
understand that too...
