I think that's Dr. Slump from "Dr. Slump" 
(incognito of course, he usually looks like a 
chubby middle-aged guy ^_^;). He's the guy who 
invented Arale. I could be wrong, but the design 
looks very Toriyama-ish. I haven't really seen 
much of Dr. Slump so I can't give you a positive 
ID, but at least it gives you a start :)
