Your question is just a wee bit confusing; 
(number/letter on sketch is circled but the 
letter/number on the sketch itself isn't 
circled?) ...do you mean cel?

 If the sketch has a circled number then the cel 
is a key cel, the cel itself doesn't have to have 
a circled number.
