They were released, but in a very very small
quantity. Last year at AX I talked to a few
people who, a few years back, had seen the
studio table there with cels from TOTDM,
along with cels from Ai no Kusabi, Final
Fantasy, and a few other really rare series.
So they are very rare, though that doesn't
mean they won't ever show up:)

Speaking of the artwork, the characters and
what not were done by Hisashi Abe, the same
guy who did the character designs for Petshop
of Horrors, Shin Kujaku-Oh,Devil Hunter Yohko,
and if I remember right, Kimera (another amazing, 
vampire type anime with amazing art) as well.
