Actually, it definitely is a promotional cel.  
It's just like mine (and mine has a production 
number on it, too).  o_O  The colors/shading on 
the sailor fuku would be reversed if it were the 
real production cel.

My reason for posting here is to say that I don't 
think that price was too way out.  I bought the 
cel for over $300 and I knew it was a repro.  A 
lot of those will go high--just look at the 
Slayers Limited Editions for sale here!
