Why don't you go to Yahoo Japan and read their 
FAQ, it's right there!   And if you can't read/write 
Japanese, then you can't list things on their 
auctions and you can't communicate with the 
buyers.  I have seen US  and China based sellers 
on Yahoo Japan, but they all can communicate in 
Japanese.
