I'm absolutely 110% positive.
Check this one out, this is a Hero Collection 3
card. It usually has a black border on the top
and bottom that has been "cut off". You can tell
from the image the little "dots" that you usually
get when you scan a trading card (because trading
cards are usually printed with a series of little
dots to make it look to the eye like a solid
image). A cel comes out VERY clear because it's
actually painted. If this was a real cel, those
dots would not appear.

Even if you don't believe me ^_^; you could
always try writing the seller and saying "does
this cel have a douga?" or "what are the cel
numberings on this cel?" He probably won't
answer, will lie, or won't have a freaking clue.
Almost every single image up there that has
been "cropped" to look like a cel is actually a
Hero Collection 3 card.
