The girl's name is Alpha, a sweet android and the 
lead character of Yokohama Kaidashi Kikou 
(Yokohama Shopping Log).  This was a 2-part OVA 
series based upon a very subtle but touching 6-
volume manga series.

This cel is from OVA episode 2, I believe, when 
Alpha was struck by lightning and needed a hair 
replacement.  However, she is still electrically 
charged when she obtains her new hair, which 
causes it to spring up like that.

She is not only lamenting this problem, but she 
also feels worse when a human boy (that she 
likes) catches her with the funky hair.

This was a slow series, so not too many people 
enjoyed it.  But I thought that it was very nice 
and heart-warming.
