Um.. I just recieved a cel from taro that looks
really funny and not in the haha sense.  The lines
are starting to fuzz...(spread out?!).  Does this
happen in real cels?  It looks terrible...like the
line ink used was not water resistant or that
someone didn't wait for the ink to dry or
something...

What should I do?!! HELP!  The cel was very pricy
(more than $300)!
