Hi!  This cel caught my eye on YJ, but I am 
unfamiliar with the character(s) and the anime.  
The best translation I could work out came up with 
the name "Cara" and that's about it.  Can someone 
shed a little light?

Looks like some sort of superheroine.  ^_^
