I've been trying to figure that out for ages!  
Here's my cel (A4) and it looks like it's from the 
same sequence, but I haven't had time to go 
through all my Stars tapes and I can't place it at 
all.  I thought it could be a repro, but it does 
have all the regular markings of a cel, and after 
seeing yours I'm pretty sure it must have a place 
in an episode somewhere.  Could it have been 
used in a commercial?

As for rice paper--mine has it too, and I wouldn't 
try to take it off.  I'm too afraid of damaging 
the cel.  (The background is non-matching, by the 
way.  It's just behind the rice paper.)
